if they try and stick us in admin for 777 not buying us can they do that if moshiri is still the owner till he sells us?
No. Provided that Moshiri continues to pay the bills we don't go into administration.

The bigger question is in the absence of a certain person's money whether he can .

Given that he has had to take out payday loans from 777 the evidence appears to be that he can't.

In terms of "fit and proper", surely the bar has been set extremely low by accepting the Saudis.
In terms of what a normal person would consider fit and proper, true, but in the case of 777 the issue is being financially fit to own a premier league club. The other owners don't care if you're a mass murderer, as long as they get their money when you buy players, but they're absolutely going to draw the line at "these guys have a history of not making payments." And especially so if the club involved is already heavily in debt, including for player transfers.

Are we speaking the same language?

Everton less its debt more or less guarantees a return at present market pricing. If you have to service the club's debt, that's different.
We spend 98% of our turnover on wages. 17 or 18 of the 20 Premier League clubs lose money. Not only do we have to stop losing money, we have to start making enough to generate £400 million profit to give to the owner as well as stay in the Premier League.
