As the title says.

My sister is looking for a computer/tablet etc. I’m led to believe that Macs are best for this sort of thing.

Was hoping to get one a little cheaper. Anyone know what kind of spec/components a desktop/laptop would need?

Unless she is doing intense 3D rendering or stupidly complex and intensive video editing that you'd typically only encounter within a professional environment then there is no real point in spending more and getting a Mac. Macs have the rep they have because of history, they have been the choice computer for creative industries for decades hence why 95% of music studios will still use a Mac, same goes for post-production houses etc.

From what i've heard it's the same in the graphic design industry. Everything that can be done on a Mac can be done on a PC (albeit sometimes utilizing different software to do the same job), the reason Macs are the standard is because of history and not much else. They are also good for people who are a bit stupid when it comes to computers and prone to killing their PCs with viruses (something which is a lot harder to do with a mac)

I own an iMac btw before someone calls me an Apple hater or whatever

Don’t believe the hype about Macs.
As longers points out above, Adobe software and others will work just as well on a pc.
My last MacBook Pro had the ‘Retina’ display which packed-in after a couple of years and I was quoted over £600 for a replacement screen!

So I’d stick to a windows based system and invest in a decent monitor.

You will probably need a decent motherboard, cpu and graphics card. Asus B450 with a Ryzen 5 cpu is a decent combo, along with a Nvidia GTX 10 series or above graphics card, and wont break the bank.

You will also need decent RAM memory. 16gb or more should be enough.

This is very, very entry level and it will work, but the question stands - what's she doing on it?
 
I bought an HP laptop with 16GB RAM, an AMD Ryzen 7 and an Nvidia Geforce GTX 1660 Ti graphics card to replace my old desktop. I use it for work and do some basic video editing, some graphics (using Adobe tools) and general web design-y stuff. So far it holds up nicely. As others have said, depends if what she wants to do demands a great deal of performance.
(I would imagine that if she doesn't know what she wants/needs she is not that experienced and that any educational course would give some basic specs that would be needed.)
 
Silicon Mac's reign supreme from the bits I've seen for performance over value.

I'm no graphical designer but the performance comparisons I've seen on some of my favourite YouTube tech channels is quite startling.

As always though it's very subjective. I have an M1 Macbook Pro and, despite hating Apple, I love it.

I also have a couple of very capable gaming PC's as well but I bloody love this nobhead Macbook.
