Fit to play and match fitness are two different things.

He can't get match fitness without game time. There is no way to gain that other than to play.

If he is fit, he should be able to manage 30 minutes on Sunday if called upon. He may need the next few games to build sharpness, that's the only reason not to consider starting him.

There should be no particular need to cosset him, if there is then he isn't fit in the first place. So no point with the kid glove treatment.

Exactly this it's easy to forget you simply can not get up to speed on the bench.

Rushed back to fitness is a separate issue, but like you say if he's fit he's fit.
 

Get fit > U21 minutes > low first team minutes > start first team games.

Anyone wanting to just throw him back into PL football has no grounds to whinge on if he gets injured again because he’s not been managed right.
