It looks like hes been charged with criminal damage by fire, which is a code for arson.
He's been charged with criminal damage. If it involves fire, it is charged as arson (criminal damage by fire) as per Sec 3. of the act.

So unless the reporting is wrong (i.e. the wording), the CPS have decided to charge with the lesser offence. Most likely, he'll face the bench rather than a trial.
 
So, to summarise, in 48 hours RS fans have: ignored social distancing in their thousands in one of the highest covid19 areas of England, sent fireworks into groups of their own fans and cheered as they landed in their own fans, set fire to the Royal Liver Building causing £10k of damage, stabbed & assaulted their own fans, beaten up Police and Emergency Services attending to fans that they themselves injured, accused and posted a picture on social media of an innocent 17 yr old for the fireworks/arson, taken up the resource of 20+ nhs ambulances and countless hospital staff, and been video'd snorting cocaine off a stolen policeman's hat. Yet still, it wont be their fault, will it? Ashamed of nothing. Offended by everything.

Absolute vermin, not content with fighting between themselves and the police they want to also cause damage to one of the most iconic buildings in the city. To only then go and try and blame it on a evertonian, absolutely shocking, and feel for the lad whose pictures they have posted.
