I agree that it was down to the manager but I would add, why would a manager decide to put a 19 year old who doesn't take penalties for his club on the most important penalty in a cup final? That says to me that the manager is clueless and/or more experienced players have convinced him they aren't up to it.
I think England were forced back against their wishes for most of the first half, but the second half they chose to drop deep conceding that they were the much inferior force.
At home and with a lead for almost 70 minutes, that was a pathetic attempt to win a major final. It required courage on the ball and a manager capable of setting the opposition a far greater problem.
It was like watching the Everton v Chelsea final from 2009. We scored early and had a clueless tactical manager who didn't know what to do with our good fortune.Southgate has no tactical nous and no ability to set a game plan that isn’t “nick a winner and defend”
Was fairly obvious from the Denmark game when he was out of ideas against a side with nothing in the tank after 60 minutes England would struggle massively against the Italians.

I'll ask you this though Eggs, and I don't just mean that specific substitution but more generally, are you a fan of bringing people on in the final minute to take penalties?
This might be me being old fashioned but I am not sure bringing people on, who's 1st touch will be the penalty, and have probably been sat watching a very nerve wracking game for 2.5 hours, taking in the atmosphere etc is the most sensible ploy. Even if you stick them on for 10 minutes, just to get them into the flow of the game, that would make more sense to me. I didn't understand that at all, and if I'm honest it felt like a bit of a rash move, away from manager who has been very calm and measured all tournament.
I'm sure people were emotional last night and hopefully everyone can have a more considered discussion today. I did find that substitution odd. I'm sure it works sometimes but the process feels really wrong to me.

….I‘d guess it was down to ‘science’. Southgate’s approach is perhaps too scientific. He’ll know who is best penalty takers are in training and wanted them on the pitch at the end. He put those players forward but science let him down because it doesn’t factor attitude.
He should’ve asked his players ‘who wants to take one’ and then base his selection on gut feeling,

Scoring in training is one thing, in the final of a competition is quite another. He may have been thinking that youth knows no fear, but he should have been thinking who takes penalties for their clubs? Who has previous experience in shoot outs ? And then like you say who is felling confident at that point to take one.
It's mismanagement.
