The Olympic stadium being built in London. 80k. The question would not be what should it be scaled down to, but how many thousands above the capacity of Wembley can it be built up to.
Run that sham with its 10 year tickets and god awful ticket allocations into the ground.
Build an absolute whopper and run the FA into hiding via the press. "Why Wembley at 90k when the Olympic gets 130k in, surely more fans in means a better result for football"

London already has two stadiums above 80k, It dont need a third

And I understand it would be sticking it to the FA, which is hugely tempting, but really, whats the point

If I had the influence I'd tell them to can the idea of turning the 80 or whatever thousand seater stadium into a 20 thousand one once the Olympics is over. What a waste.

does it have a fast rail link that can move a lot of people quickly ? where's that lid that would know ?

btw Twickenham is also in London as well as the Emirates and Wemberley.
