£11m for a light changes? What’s going on here. I believe they’re only for the lights at the end of the tunnels too.

LEDs have a higher capex (capital expenditure, as they cost more) but have a lower running cost and much longer lifetime (25 years). So think of it over the lifetime of the installation.

Also the upgrade wasn't limited to lighting as illustrated here.



They appear to be doing drainage + electrical works and road repairing too

My corpie (Aberdeen) is a shambles.
Bus gates and unwarranted pavement expansion on the main street was discussed yesterday and the council thought they should stay.
Currently having loads of tourists from the ferry terminal, mostly Germans,must be thinking the blitz never recovered.
I could go on ,but wrong city,I know

The average cost for putting traffic lights on a dual carriageway is around £300,000 without any utilities work. Putting slip roads in and utilities easily over £2 million

I would not think this is that outrageous.

It's also not LCC it's the Liverpool City Region Combined Authority that is paying for it

Steve Rotherham is the chair of it, but all the other councils are involved as well in planning etc and contribute under MerseyTravel
 
Think it's a separate company who pay for that probably couple of months takings from the rip off tunnel prices....

The Queensway tunnel generates about £12million annually (2024 prices).

LCC don't own it. It's owned by LCRCA and therefore all the local councils share ownership of it in that region and/or ran by MerseyTravel


So basically the tolls are paying for this work. Which sounds like it is badly needed.
