I believe that this should be brought in.
If you have a manager in place at the end of the transfer window you should not be able to have him replaced until the next window. You can sack him at any point but not replace them.
This I believe, would stop all the random sackings after 8 games and the like. The board chooses a man for the job and has to put up or shut up for during closed windows, same as a manager does with the player he signs.
Big money men have to take this into account when buying clubs(that the manager can't be replaced yet), it will stop managers getting poached the day before a game, it will give clubs stability, it will allow for a "bad start" and give time to rectify it.
It may be too late in the day to cap wages and tranfer fee's etc, but this would be a good start in my opinion.
