It's called 'reputation' and your fellow forum users can positive or negative rep your posts based on whether they think it is good or bad. Generally, if you have red bars that means not a lot of people like your opinion, or more likely, the way you present your opinion.

as anything some people use it correctly and some are just arse wipes.
