Of course he is to blame, the stadium will happen but so what, that will rip the sole out of Everton, just look at the empty seats at City, and they win things.
New stadium, and a crap side, that's his legacy.
 
For whom?

If there are any scapegoats, they’ve been sacked as Everton manager at some point in the last five years.

Moshiri does not know how to run a football club, and this is bad for Everton.
unfortunately you said it there! He doesn’t know how to run a club..What little snakes are in his ear? He needs to rip up his script, sack everyone from the tea lady to all the coaches we are rotten to the core…
 
Can someone define the role of a club owner please? Like what are they expected to do? All I see is "it's Moshiri's fault" etc but someone's put £750m down for signings so there's definitely been investment.
 

Depends what his goal is.

So far you'd have to say his goal has not to be to run a successful club to progressive success.

If that was his goal, then yes, he is to blame as he has control over how the club is run and by whom.

If his goal was something else, well, maybe he's been a success.
 
Moshiri is to blame, because he has been an amateurish and appaulling from the start.

Whether he has been running with advisors or whether he's just gone off his own bat, he's made mistake after mistake after mistake. There are only 2 ways he can sort this mess, go, sell up, or appoint proper football people to run the club and remove himself from involvement and remove the rotten decay from within the club.
 

He absolutely is to blame! For hiring the crappest manager in the league and then waiting until we’d gone one win in 13 before sacking him. Benitez would still be in charge right now if we’d beat Norwich yesterday!

Also he really hasn’t spent 500 million on the club. A lot of that is the club’s expenditure over FIVE YEARS! We are a Premier League club ffs, 500 million over five years is about right. The club will have received far more than 500 million over the past FIVE YEARS, half a bloody decade ffs.
