It would mean paying far more in the future to make changes due to inflation and over a Stadium's lifetime it would make commercial sense as an investment to think big now and own something enormous and intimidating to any opposition paying once than continuously modifying and upgrading every 10 years. Yes initially and occasionally there would be some empty seats for some games, but there would be more people at the ground regardless of the total capacity than what we get now, and more people in a correctly designed stadium with our passion and support would make it as difficult a place to go an anywhere. Make it huge and the get everyone endeavouring from top to bottom to become the best in the world, to match the fans and the stadium.
