Trouble is that Peel can't just ride it out. They are under huge pressure to sell off or develop land they own off the government. They have been accused, probably rightly so, of land banking and have been told that things need to get a move on. The fact they have found somebody for their land that will be paying more than the current land value is huge for them.

Maybe. I just don't see a situation where Peel are cornered to do anything they don't want to do. Maybe the straws in the wind are telling them it's the right time to shift gear on this land they own. Equally they might just be playing games.
