Elstone said we're making efforts to find the money to make the stadium viable. Translation: we're seeking funding.
That's obviously why Keith Harris was brought in and why we were recenly given a public nudge by Peel.
His only thought is about whether the project is viable, not financially viable.

They are currently strengthening the road over Great Howard St by Costco which crosses Waterloo Tunnel. There are plans to expand the number of platforms at Lime St but this is still not expected to cope with the expected capacity in rail growth. This could be a solution they have in mind.

Reopening of the wapping junction has been mooted for a long time, that would require work in dropping the level of the current floors to allow for modern train height, but has been in MerseyRails long term strategy for many years. In plan to be done for 2019-2022 which also allows for another city center station, not including that at Stanley docks. Talk is also of updating current frieght lines to carry passengers and improve entire northern area train connections. Could be an extention to that as much more frieght will travel on the river with Liverpool 2 and investment in the manchester canal ports.

Support our efforts is to do with infrastructure/access etc not fund the stadium
 
It was confirmed that the docks is the preferred site and we're working towards that. There are other potentials in place as you'd expect in this situation.

In reality though, we are further behind than most expected. People believed we had the dock site pretty much all wrapped up...and it's not even close. It's merely top of the shortlist.

I personally don't expect anything as I have no idea how things like this work, like an awful lot of evertonians. So if they're disappointed it's not as far along as they 'expected', that's not a fault of the people in charge of making it happen.
