I think it's more facilities for television crews and corporate hosting that are taken into consideration rather than capacity.
If it's Greece vs Sweden for example are you going to fill a 60.000 seater.
Ease of access and public transportation are also factors
 
I would have thought that if such a tournament took place in England it would most likely be that the city of Liverpool would be a host city, so both our stadium and their stadium would be used.

The new style world cup would have 16 groups, and 80 games in total, so I think if England were hosting most of the premier league grounds with over 45,000 capacity would be used at some point

The Euro's have 8 groups, so you would probably get 3 groups based in London, then groups based in; Liverpool, Manchester, Birmingham, Yorkshire and the North East.

If you look at Euro 2016 only 4 of the stadiums hold more than 50,000, how new and well maintained the stadium is, is probably more of a factor.

It's possible we could alternate with the other lot, generally unless you are in a massive city (i.e. london) only one stadium is used.

Still would be nice to get a quarter final, you would think Wembley, Old trafford and Spurs new WHL will get one that will leave us fighting with:

Chelsea (approx. 60k)
Arsenal (60k)
West Ham (poss. up to 66k)
Man City (approx. 61k)
RS (approx. 60k)
Newcastle (52k)

Bit of a come down going from a semi final to having a tooth and nail fight to get further than the 2nd round.
 

It's all in the history mate. I can recall not so long ago Arsenal with crowds regularly below 20,000. They were clever enough though to latch onto the Premier League/Sky TV implications. It was only the last 20 years that they came under the perception of being a bigger club than us. That's about to change........

The Prem started in 1992, Arsenal won the League in 1989 & 1991,hardly latching onto the new backers. In fact, they'd won the League more times than us before the Prem had even started, and more Fa Cups, not to mention the League Cup! I think it goes back more than 20 years, the perception they're a bigger club than us. They've always been a big club, certainly in my lifetime.

It might be one off attendances but I am sure you could find those for us too. I imagine Arsenal and Everton were similar sized clubs around 88-90. The Premier League has put them streets ahead of us.

Depends what the definition of sizing the club is, I hate all that "we're a bigger club than you" etc etc crap. Because there is no definitive definition with some people, it's an argument you can't win. It's just that the original poster said Arsenal attendances were REGULARLY below 20k, I'm genuinely interested to see where he got this, as I can't recall them days. I remember them getting low gates when they were doing one of the stands up and they had a crowd painted on the boards, they averaged 24k that season (1993). The original poster said it was all in the history. It is, pre Premier League, Arsenal had won more Leagues, more fa Cups, more League Cups than us.

Tbf, I remember Highbury usually being fairly full back in the day.

Just looked it up, though, and Bertie Mee's dog days were pretty poor with regular attendances well below 20,000.
I just looked it up too. And in that Bertie Mee period of 1966-1976, the lowest average attendance was 26945, so under 20k could not have been that regular.

Like I said, I remember it being fairly full when I was there but I was just reading an article about the end of the Mee era and it was talking about games with 18,000 and 14,000. Surprised to see average attendance (24,000 and 26,000) so low in the mid-Eighties as well.

I think the mid 80s average is a reflection on the economic situation Liverpool and a lot of the courty was in back then, also I don't think clubs got 'tourist' fans like they do now.

Not to mention football fans were treated as 4th class citizens, all branded as yobs and put behind cages. Violence was common and the high profile disasters, Heysel, Bradford and Hillsborough and you can understand why people stayed away.

Ours was 20200 in 82-83 and 19200 in 83-84. The country was on its knees back then.
