The job of any CEO, but you're getting yourself tangled up with what I've already explained. The CEO cannot pull a deal that has been ratified by cabinet, he's there to ensure those are seen through.

Of course exec officers have more say and have latitude in specialist business procurement decisions...that's why they get paid indecent amounts of cash.

Without knowing the exact details I'd imagine it would be the chair of the committee that approved it, and possibly those who had a direct contact with the lead officer who proposed the report.

And on your second point; councillors and cabinet members have no say in procurement matters.

The setup of the venture was so bad at LCC that they brought in a team of barristers to try and break the deal, they couldn't.

Fitzgerald is not the main person they're after

I think with some people there is a suffering similar to that of Stockholm syndrome. Some people have become so comfortable with their position and environment that they feel that their view of the world and the importance of it will wane proportionate to change.

These things happen during times of house moves or office moves. People focus on the negatives as they see change as an afront to their comfort level rather than an opportunity. "But the school near the new house isn't as good", "I won't get a window seat in the new office", "It'll take me longer to get in", "The coffee wont taste the same". Truth is there is very little basis to their arguments, it is driven from fear of change. You can often see their argument change and shift dependent on the situation, as the focus is not on ensuring change happens smoothly, but rather that nothing changes at all.
