Politically that's explosive so I really cant see any substantial movement on this, if at all.

Screw the local residents, we want even more money, who cares if they have to put up with noise and constant traffic ? They shouldn't have chosen to live near Anfield !
Not at all but like with all construction projects of this magnitude there are bound to be initial setbacks/delays. IIRC it took Spurs around 10yrs to finally put a 'spade in the ground' so to speak. Been told by a very good source that the only game in town funding-wise is still via the council, and that priivate investors are still not interested in taking up any (never mind all) of the heavy lifting.
