He's asking how many times the lad had to drive round the block to get to 061878 just so he could tweet the picture.
He's not suggesting for one minute that that will be the capacity. (unless you deliberately misread it)

And how do you know you’re not misreading it? He’s tweeted it to get the reaction he craved. As I’ve said, it isn’t the first time he has made a hint to the capacity, only to backtrack.
