I am regularly flippant in my comments, but in this instance I can assure you that I wasn't. It was a serious question. Honestly you should reconsider the amount of time you invest in something that you hate. You would be a much happier person. Even under Kenwright Everton wasted millions on the other fantasy schemes. It's an indication of nothing.

Kenwright's folly was that he truly believed that the Kirkby cowshed was the correct move, he didn't waste the money deliberately, are you suggesting that Moshiri deliberately wasted £11+million merely to 'string along' the clubs supporters?

Both of those carpetbaggers knew that their schemes were/are a complete shot in the dark.

This consultation process now is just a clueless biff kicking the can down the road 6 months in order to see if there's a white knight riding to the rescue of their stadium fantasy.

You have no facts to back you up if you're belief that spending £11M on pre-planning work is evidence a stadium will be built down there.
