The unions probably aren't happy because Laing's blacklist people who are in unions, this wouldn't make a slight bit of difference to the planning department because if the grievance doesn't relate directly to the planning application, it holds no water. So basically, it's baseless.

I thought it was illegal in Britain to refuse to employ people solely on the grounds that they are union members
