The announcement looks like good news, but the objection of Historic England still worries me. Their recommendation to the Planning Committee says:

For these reasons Historic England recommends that this planning application should be refused, unless the decision-maker concludes that the proposal is shown to be necessary to secure substantial public benefits, and that these would outweigh the harm to the World Heritage Site and other heritage assets. Given the international importance of the World Heritage Site, and the degree of harm which the proposed development would cause to it, we consider that this application should accordingly be determined at a national level by the Secretary of State, and we shall request that it is called in to enable this to happen.

So are we at the mercy of Robert Jenrick? I certainly hope not, although his dad has a Liverpool connection - he was an accountant at Littlewoods.

I can't see them turning down a massive job creation project during these times. All the stars have aligned for us for once. Just someone please make sure Usmanov and Moshiri have had the jabs and top ups for all the variants out there and they aren't eating too much red meat and cheese.

There is zero chance this government will block the development.

Historic England were always going to object to the proposal. They are right, the proposal does significantly harm the historic asset. However, the National Planning Policy Framework allows the decision makers to weigh up this harm with any public benefits from the proposals. The public benefits far outweigh the harm in this instance. There's absolutely no chance planning committee (or the gov) will refuse it.

Can someone please explain why a derelict dock area is a world heritage site? I get Liverpool docks have history in the conceptual phrase, correct me if I'm wrong but calling these current ones historic is like saying you can't make any changes to a house built in the 1970s because something happened on the land the house was built on in the 1800s?
