On any planning application like this starting works is contingent on a whole host of ore-conditions. They will have to agree plans, methods of working, carry out additional surveying (Archaeological, munitions, contamination etc.), repair works. Etc. before they are allowed to get stuck into the main works. It's completely normal for them not to just turn up on day one and start digging...

As well the initial works will be of lower value, at least for the first few months. Dredging isn't a particularly expensive operation so there is every chance that it starts without even having the funding in place.
 
But surely if you realise them into an open water space with healty fish, then the diseased fish would infect the healthy ones, thats why they have get to be contained.
I don't know to be honest, but if that is the case then almost certainly they will be killed

If there is an outlet, then surely that's an inlet as well and sickly fishes have been swimming both ways for eons. Can't see where your going with this, do you expect every fish to have a medical ?

…I’m probably reading your logic incorrectly, but my understanding is that they are not currently contained they are already in open water.

I think they have to cut off the access to the open river before removing the fish & draining, but currently the dock is open to the river. Surely they‘re not going to examine every fish in there, it’s not like they have been contained for any length of time.
