If the upper tier was continued down to ground level at a slightly shallower rake the distance behind the goals would be normal. The result would be 2 large end slightly curved single tier stands, with overlapping tiers for side stands. it's not a case of just slapping on a few extra courses of blockwork all around. It's a substantial redesign that would need to go before planning again, resulting in further delays. It's not happening.
Of course, it should probably have been designed bigger from the off. To hell with UNESCO, English Heritage and the Victorian society.
