Think the original got itself a bit caught up with the whole City Of Arts and Sciences vibe around Valencia.
It would have sat beautifully alongside the buildings there but would have looked completely out of place anywhere else in the city.

Nelson dock wont be filled in. The original plans included residential housing on the site as part of its planning application and subsequent approval. that will now be at Nelson dock.
As for access, there will be several other routes created for access/egress from the stadium, directing through the residential area and new parks created as part of the development. one of those will be Central park, one of the cities largest green spaces.
