Right, here's my take:
1) The club never thought in a million years that Liverpool City Council were going to spend £200m building a new stadium.
2) Manchester City Council did not pay for Man City's stadium to be built. The stadium was built for the 2002 Commonwealth Games and received all kinds of different grants and funding. At the end of the Games, Manchester City Council took over the running of it and they needed a tenant, so they did a deal with Man City, with the Council 'owning the ground'.
3) Elstone never said once that Liverpool City Council were going to pay for it. He said he hoped for a partnership. The funding for the stadium was never coming from the Council, which is why there are multiple quotes from him about the board debating whether or not to plunge Everton into mega debt in order to build a new stadium. If the intention was for the council to pay for it, he would never made those comments.
4) Everton and Liverpool City Council have a lengthy uneasy history. Liverpool City Council have shown time and time again that they do not like it when Everton publicly 'put pressure on them'. Everton behave incredibly dumb at times in terms of their antagonistic/bullish things they say. They desperately need a David Dein figure who is politically savvy in these situations.
5) Liverpool City Council made their rather needlessly definitive comments today, jumping in with both feet by misunderstanding what was said and in the process making Everton look like idiots (Everton don't need any help at times), because there are LOCAL ELECTIONS coming up in 3 weeks and they don't want anyone kicking off about all the cuts being made whilst at the same time 'financing Everton's stadium'. They also probably wanted to nip in the bud all the NIMBYs & Kopites already kicking off about it. I said this last night - us actually getting our act together and building a brand new proper stadium is a Kopites' worst nightmare. They like to keep us struggling so they can pat us on the head and patronise us.
