An overhang (flying freehold) is doable but only if the current occupiers ae fully on board, if not you are looking at appeals or even CPO for a section of land and subsequent appeals. A FF is much more likely to be successful if the original build is agreed, there is little for UU to object to, then ask for a FF application. You are suggesting we bully our way into such a thing.
