I think there are only 7500 safestanding places in total (home and away). Even at 1.5 :1, that will only yield 3750 additional capacity.
I've not seen the exact numbers but I would have guessed there has to be at least 5k just in the lower South stand including the corners? That at the numbers they hope to get (1.8:1) would return + 4000 alone, presumably that number could be matched in the North stand too if the demand is there to do so.
I've always gone along with that will be some point way off down the line as it will be 1:1 for several years before moving up to something like 1.3:1 and then perhaps your figure of 1.5 is a more realistic celling a decade or more after introduction. That said if that is successful and supporters and stewards/police aren't raising concerns over overcrowding then perhaps there is a case to be raised again and occasional games could go higher as part of a further trial.
Will supporters behave enough to make that a reality...I don't know. All you can say is that if we have built the ground to be able to accommodate that number of people it has to give us a better chance. I agree with what you've said previously where they probably should have increased the tread depth if they wanted two standing rows created within a seated row. That may go against us when other clubs new stands/stadiums are built to future specs to allow larger safe standing ratios.
