This is entirely correct, on the existing arena site. It is plan B though.
I'm guessing it might be the club's plan B. With an arena and 2 convention centres bringing tens of millions in revenue contribution to Liverpool there is zero chance of this happening. The only way would be for the club to build an arena and 2 convention centres plus parking somewhere else. You'd be looking at about £100 million to do this, and that's before you've purchased a site and built your own stadium.

Is there more land further along from there, towards the old garden festival site?
 
This is getting madder and madder! I just did a Google Earth on Kings dock and placed an area over it which might cover a 55k stadium ( darker blue ) and approx. Goodison area in lighter blue. Maybe they could build below the Exhibition Centre over Queens dock. It would be a terrible waste of 60 odd million quid and have to build it again. And they couldn't possibly scrap the arena, 160+ mill, it would be completely bonkers no matter how rich you are.

That area that you've just stuck the big blue block over on the first one, the Queen and Prince Philip officially opened that, literally last week.
 

Cant we reclaim land from the Mersey in other words extend the Kings dock by cutting in to the river they seem to do this a lot in China.

I know its a long shot but with money anything is possible.
 
The queen opened the Conference Centre last week. They're not likely to knock that down, which they would have to do if they were to develop the Kings Dock to any sort of standard. The only bit that 'may' be available there will be the old Customs house on Kings parade, but that's sat on only 8 acres, which will not nearly be enough. I would be VERY surprised at any development of that site in terms of Everton.

The old customs building has been converted into apartments to rent with plans to expand, and had a ton of investment into it - they won't be selling up any time soon.
