Would a representative of Peel not be at the meeting though?

If it is a dockhand site, why would Anderson be there? Possible Council input into changes to the road infrastructure around the site?

Might have been, but not the brightest idea to be photographed there.

Any large building would need some input from a council.

I'm guessing the meeting was about "thanks Joe for your input on sites you can offer us, here's our decision, this is what we need to do now, and this is what we want the Council to do"
 
difficult to come to a conclusion about what has been discussed in the meeting, but that picture definitely says Stonebridge cross. Could be a clue, could be a deliberate red herring knowing somebody would analyse the image for any giveaways.

Personally i think this is where the stadium will go. There has been no information given about a stadium on the waterfront and I can't understand why peel would want it to remain confidential if negotiations have taken place. As for kings dock - which some posters have mentioned - don't make me laugh
