At constant gradient, c-value drops for each row. That's why most single tier stands are at 2 or 3 different gradients.Sightlines would be exactly the same if the gradient was constant. That being said, maybe there is a slight difference in the upper and lower. The Green Guide recommends a max of 25 degrees for safe standing but the lower Tier is definitely steeper than that. Think we're somewhere inbetween 2 and 3 on the below.

What is the story of that "clock tower" near our beautiful stadium? It looks fascinating.

It's a wonderful structure that has a big part in the city's maritime history and should be preserved no matter what it costs. Wouldn't cost much in the grand scheme of things.
Surprised if Peel actually pay for it, they don't typically shell out for things they can't make money off!
