As when Everton came in with the proposal for BMD, Peel will merrily chuck out whatever plans they might have had as soon as someone is willing to do something seriously with Nelson Dock.

Yeah it is just a masterplan that gives them overall consent to do something. Nothing to stop anyone from submitting something different although Peel could refuse to sell the land if they thought what was being proposed could prejudice existing/ proposed development elsewhere...unlikely though.
