Someone posted it was for painting the metal frame around the bottom of the barrel cladding. It looks way more serious than that .
Has something gone wrong , if so it looks large scale.
All part of the snagging out process hopefully 🙏

Major snagging or problem with that amount of scaffolding. I’m sure they hadn’t planned on heavy hgvs driving across newly paved flagstones.
