It was Peter Johnson who rejected the idea of a two tier Park End, because he didn't think there was a need for it.

The Toffees have played at Goodison Park since 1892, but the club are now ready to explain their plans for the future.
Speaking to the Weekend Sports Breakfast show, talkSPORT’s Merseyside correspondent said: “I understand Everton will announce later this week news of a new stadium within the Liverpool city boundary.
“Goodison Park is a great old ground and produces a tremendous atmosphere, but they do need a new ground and the news will be welcomed by everybody.
“I don’t think the new ground will be far away from Goodison Park.”

You say that like its a fact ,instead of your individual opinion. Kenwright had the vision but as we know not the money to make the dock a reality. Look at where Kenwright has taken us with very little money since the Peter Johnson Era. Its hard to argue its not progressed.
