I dont get it.

Why, if he stops and waits till the keeper dives then scores he can retake it yet if the keeper saves it the defending team get a free kick?

This part had me puzzled as well, because I took a referee course last month and I was taught that if in an incident like that the penalty taker scores it is retaken and he is cautioned, but if he misses the game carries on as normal and he may be cauutioned later on.
