I suppose, apart from in a penalty shoot-out, a penalty is just a direct free-kick & you're not obliged to shoot at goal with a direct free-kick - sometimes it's too far away to even consider it.

It's still allowed, as long as the taker only kicks it once before anyone else - if the taker slips & it hits both feet or it comes back off the post/bar without the keeper touching it & he buries the rebound the goal shouldn't count
