Windsor Park, thats it. 35000 absolute max after a refurb.
Windsor park already has been revamped/modernised and it's only 19k capacity. It's a good size for NI matches, but not for a tournament. I'm not actually sure if there is scope to expand it, because it's in a residential area with a lot of terraced housing. It's quite similar to goodison in that respect, and I'm not sure if they have any plans to increase the size.

Come to think of it, where do ROI play home football games? Brain freeze here.

There is a few options in Ireland

Aviva (Dublin) is around 50k
Croke Park 80k - unlikely as Dublin
Thomand (Limerick) - 25k
Páirc Uí Chaoímh (Cork) - 45k

These are all modern stadiums with the facilities that you'd need
 

That's a big refurbishment though and still a really small venue for a major tournament.

Thing is, with a UK bid, there has to be at least one ground in each part of the UK. And by cooperating with the ROI as well, at least some big games could be played on the island of Ireland.

The politics of the whole place are unfathomable to most, (me included), but they are never far away from any joint venture. And I dont just mean the important politics. In fact, the sporting politics are probably more entrenched than the actual politics these days.

But still would need to be re-done or at least touched up to suit footy. That or refurbs in Northern Ireland would mean that there's, what, 1 game every so often in Ireland, N. Ireland or Scotland (as it's Dublin, Belfast and Glasgow, respectively, so 1 game per... country...), and all the rest are in the significantly larger and more plentiful stadiums in England. Final will definitely be Wemberley even without thinking about it, naturally...

E: as I forgot, obviously Wales also get a massive 1 as both 'usable' stadiums are in the same city...

From what I heard on Radio last night from the minister for Sport in Ireland it'll be the Aviva and Croke Park - both in Dublin and the redeveloped Casement in Belfast. NI government have already given the go ahead for the redevelopment of Casement independently of this bid.
