Maybe it's looking through blue tinted glasses but funnily enough I think Everton as long as the takeover goes through will be in a better position going forward than Man utd.None of us can truly say what is or isn't wrong, as we aren't involved, but my suspicion is a club that's become a victim to its own financial and historical downfall.
They have a huge fan base and a huge draw financially, however the owners have focused more on this rather than ensuring the football side is the priority.
Over and over again, they've spent big money on players who really don't cut the mustard, which like us leaves them burdened with their wages as @Vintage said.
The only issue is they've had the finances to keep splashing cash at it, which has meant they really haven't had to change their ways. It's let apathy set in.
Old Trafford is a dump, Carrington is not the stellar training complex it once was (I've been, so believe me) and their squad is soulless and full of mediocrity.
INEOS have come in and appear to be trying to shed the excess, but this is going to be a very uncomfortable thing and may not fix it, any time soon.

As you mentioned about the stadium and training ground,Everton are ahead of them now infrastructure wise in a way and they will have to spend big on a new stadium or redoing a quickly declining old Trafford when ever they even decide to start that.
Everton had to press the restart button on the squad moreso pressured into doing it due to ffp than thinking it was the best thing to do at the time but if the club avoids relegation this season we will start to see the benefits of that restart with improved club management on and off the pitch.
Man utd desperately need to press the restart button with some sort of recruitment freeze until all their highly paid dross run their contracts down. However that won't be pressed upon them by ffp and very unlikely do it out of their own initiative with their big club mentality, commercial reasons and fanbase pressure. Plus would find it difficult getting high profile manager in if they go down that route of settling for mid to lower table for 3 seasons or so. Until then they are just going to go around in circles and hopefully Everton start to move ahead while they continue to stagnate.
