When will we switch our Transfer Philosophy?

I've been saying for Years that our Transfer policy isn't working and in the last number of years we have had no real transfer strategy but have pulled out of some big time names because the board wouldn't sanction it.

Haaland for £7m in 2017 - We signed Sandro Ramirez
Hincapie for £6.5 in 2021 - We signed Godfrey for £20m
Hirving Loranzo for €14m in 2016 - We signed Iwobi for £28m

but they have sanctioned some truely awful deals, Previously we had done we will flipping players such as Lescott and Stones and that's what kept the club financially viable.

If we go down most of our squad won't be hanging about but currently we only have 7 players (Patterson, Mykolenko, Vinagre, Onana, Davies, Garner, McNeill, Simms) in the first team squad under 25. Onana will be sold, Vinagre is on loan, and Davies is out of Contract. Branthwaite and Cannon will come back from Loan.

We have a series rebuilting project ahead and in reality we will need to Offload 15 players

Mina, Davies, Townsend,Begovic, and Doucoure are out of Contract
Pickford, Iwobi, Onana, and DCL won't stay
Coady and Vinagre are on loan.
Keane, Tarkowski, Godfrey, Holgate are paid to much
Maupay will go to Italy.

But where do we start?
