I honestly thought the various DoF’s would change all that, but it just seems to have empowered different individuals to squander money on lazy acquisitions.

It depends though, are they being allowed to put together their own scouting teams or does the club have "trusted scouts" it prefers to use? Id rather we had a set number say 10 and 5 of them are constantly operating around various countries watching games/players, another couple in the UK, and a few data analysts. They all answer to the DoF/head of recruitment. Some sort of a system, it all seems a bit random the way we do things at the moment.

Pretty sure bids arent the initiation of contact over a player. If fact I am pretty sure an official 'bid' would be very late onto negotiations
