Those that don't like it, won't regardless.
It'll be those that are prepared to act that will likely be the forefront of trying to rescue the club when it is in Administration.

27 (28) campaign isn't perfect, but hats off, they're doing something.
Others would sooner sit around stroking their beards trying to formulate a perfect strategy of protest that doesn't offend anybody whilst keeping everyone 'united.' (whatever good that does in trying to force change. Omlette/Eggs etc)
People get confused over protesting the board thinking it disrupts the support of the team. It really shouldn't be that difficult. The only thing that will get the owner to take notice and act is genuine disruption.

Open letters and protests on non-matchdays are all well and good, but they seem to be having as much impact as singing Kumbaya next to the Dean statue. Be present on Goodison Road every single matchday. Answer questions from supporters who question their motives. Educate people why the need for protest. Sing long and loud against the board whenever a ball isn't getting kicked.
People who refuse to see the need for protest against the board have zero right to complain about the current state of the club. So yeah, they're part of the problem.
27 lads have my full support, I just wish they went further. Much further.
