Wouldn't it be best to go for something like the NBA where you can spend more than the cap but you are given a luxury tax, in the PL anything over the 105M is fine to spend but the owners are "Taxed" an equivalent amount so moshiri would be on the hook for 19.5 million... and money collected goes down to grass roots.. this way City/Newcastle could spend a billion on players a year if they wish and grass roots gets a windfall.There's nothing like adversity to galvanise us. It really is us against the corrupt Premier League. It' will be interesting to see where this goes to. Tomorrow is going to be immense.

Carefull owners can stay under the threshold and others who are happy to spend benefit the armature/semi pro games.
The TAX can't be lumped on the club as debt and must come from the owner or owners.
