Wouldn't it be best to go for something like the NBA where you can spend more than the cap but you are given a luxury tax, in the PL anything over the 105M is fine to spend but the owners are "Taxed" an equivalent amount so moshiri would be on the hook for 19.5 million... and money collected goes down to grass roots.. this way City/Newcastle could spend a billion on players a year if they wish and grass roots gets a windfall.
Carefull owners can stay under the threshold and others who are happy to spend benefit the armature/semi pro games.
The TAX can't be lumped on the club as debt and must come from the owner or owners.

Our fans moan constantly about spending, hence thousands of pages on the transfer threads, while it’s not the fans fault, the owner is only buying the players to appease the fans. Even after they started looking into our spending and we had to cut back, a lot of fans were demanding ridiculous transfers. Unfortunately after 20 years of penny pinching from Bill, everyone got overexcited with spending some money for a change.
 
Our fans moan constantly about spending, hence thousands of pages on the transfer threads, while it’s not the fans fault, the owner is only buying the players to appease the fans. Even after they started looking into our spending and we had to cut back, a lot of fans were demanding ridiculous transfers. That is the one thing we actually can't deal with though. It might be ok(ish) if it was just a January ban but any longer into the summer and we would be in real serious bother mate. We face the prospect of having 14/15 players in the summer with various contracts ending and we will have to work a number of deals on an already threadbare squad and that's before you start on the prospect of the likes of Branthwaite/Onana possibly leaving.

Given how they discounted a fine (the wealthy owner argument), they will say a January transfer embargo is not appropriate because we are in great form so probably wouldn’t need to buy anyone. The PL’s biggest failure is draughting regulations with no defined penalties at all. If the rules said 40 point penalty for a 2p breach, we’d have no arguments at all.
