Many clubs will be PSR-constrained and will only be able to make new transfers from 1 July onwards. For the very same reason, Everton will likely need the transfer to complete on or before 30 June. That timing issue knocks out Man Utd, Chelsea, Newcastle and Chelsea, maybe Arsenal as well. The only big PL clubs that likely have enough PSR headroom are City, Tottenham and Liverpool.
