Not being funny but are there any good players on that list? Is Norgaard now a top class defensive midfielder?
Why would you expect the tackles leaders to be "top class"? The highest paid players are at the biggest clubs, who tend to dominate possession against everyone except each other. The players that have the most tackles are likely to have three attributes in common - they play for clubs that don't have much of the ball, they've played a lot of minutes in most/all of the matches so far, and they play in the areas of the pitch where the ball tends to be at any given time.
If we wanted to understand who is legitimately good at making tackles, we would have to figure out how to measure the number and quality of a player's opportunities (how close the player is when the ball is received) to tackle. Then, we could say something about who positions themselves well, as well as how often they convert those opportunities.
If we
really wanted to understand, we'd also have to figure out how to account for the quality of players surrounding and opposing the would-be tackler, as well as what they've been tasked with. If a player is responsible for denying acres of pitch, they're not going to make a lot of tackles. A midfielder responsible for man-marking an opposition attacker all game should (I devoutly hope) produce a lot of tackles, relative to one who is covering a zone that the opposition is trying to find space in.
A good analogy is pass coverage in American football, where this is much more easily measured. A great cornerback who plays for a long time will have a lot of interceptions. An insanely great one will not, because no quarterback in his right mind will throw the ball in his direction for fear of the ball being intercepted.
TL;DR: Look at this stat this way. Playing against Messi, a player gets a lot of opportunities to make tackles, but also a lot of opportunities to look stupid. Playing against Rondon provides little to no opportunity to make a tackle or intercept a pass, but any player who gets the opportunity should be much more likely to convert.
