I dont doubt that scenario tbh. It's unworkable. But the issue with what you suggest is that it'd have to go through that drawn out process instead of it being a human right for trans people to simply enjoy that liberty.

My suspicion is - and this goes to the thread topic - geo-political forces are shaping these cultural decisions and that this decision has the prints of Donald Trumps grubby mits all over it.
