Went there with Mrs CT a few years back. Got chatting to a lady working in one of the shops and we ended up 'bumping' into her later on in one of the pubs. Her husband then turned up with their kid. Seemed nice enough.

Then I caught the husband trying to slip something into our drinks and also noticed Mrs CTs expensive coat was being carried off by the lady. When asked the husband said that's just what they do and tried to laugh it off. I had to be pulled off him by a number of bar staff.

Those two aside, a great bunch of lads.

Where was that? In the Algarve? Very low crime rates in Portugal as a whole. Lived here a couple of years now and had absolutely no bother. Had far worse living in the U.K.
Also as per OP, drugs are not legal. Any visitor into that sort of caper do not buy off the numerous street ‘dealers’ in Lisbon/Porto/Faro etc.

We were about 15 minutes walk to the East from Albufeira Old Town on the other side of the strip. The lady was working in a small shop/cafe that we'd gone in while walking back from the Old Town.

I've no doubt we were exceptionally unlucky to encounter those two.
