He's probably not even close to being physically / mentally fit to play for the time being. Have him train for a few months and get him some help.
Hopefully he can play / help around Dec using some of his remaining 8-9 "free " matches. Decide before Jan window closes whether to stump up 10 mill or move him on at that time.

I’d rather he made 6 appearances and hopefully if he’s on the bench means he’s training well.

Ha! Seriously though Spurs get nothing without a re-negotiation of some sort.

They may well be happy with that. Getting Dele Alli off their wage bill was their primary concern and they may be willing to gamble on a potential bonus of £20M rather than something lower.

£1M certainly isn't worth renegotiating for.
