All you can say, is hopefully people start to recognise him. It's a major safeguarding so hopefully social services will get involved. With a bit of luck he could have his kids taken off him and given to a foster family who are capable of bringing them up without putting their lives in danger. From my interactions with social services in the professional field, it's fair to say men like him are not safe to be around children.
