The point he is trying to make is that you aren't allowed to make reference to anyones colour/creed/nationality, a point which I would have thought that you had at least begun to realise by now.

well they technically could, although the clubs tend to get fined, same as for sectarian chanting, which incidentaly doesn't even need to be at the match.

It doesn't have to be reported by the person it's aimed at though, it's the point of it being against the law, the person concerned may not hear it but someone else may be offended by it and report it, or if a copper hears it.
