I rate Milner, but I don't £130k a week rate him! They're not actually paying him that are they?
Possibly more, City offered him 160k per week. They obviously want him to be the new Gerrard. He's a good tidy player Milner, and underated. He's the sort of player the Fergusan used to sign for Manchester United and make very effective. He's consistent, adaptable and will always give you 7 out of 10. As others have said, he's a great squad player in a team of superstars where he can tick things over.
I am very sceptical whether he can take the limelight himself though. I think they are in for a big disappointment if he is their "marquee signing" and can see them turning on him if things start badly.

you mean he's like a Cleverley, who's four years younger and on a third of the wages?

I like Milner. Typical stereotypes: hardworking, graft, will play anywhere. But they have lantern-jaw Henderson for that. He's not the person with the guile, creativity or the guts to fill the limelight. And Rodgers will probably play him as right wing back anyway.

Essentially yes. Fergusan to his credit made a career our of making these players part of trophy winning teams. Phil Neville, John O'Shea, Darren Fletcher, the Da Silva twins etc. Having reliable and hard working players in his team to help compensate for the world class talents. Once you remove them from his tutelage and world class players around them they do tend to struggle a bit though. I think Milner might too.

english player playing for champions for years leaves on a free transfer and gets offered huge wages to sign for liverpool?

.........joe cole?
