What’s weird to me is the articles that suggest Atalanta is trying to sign El Bilal to make it possible for Man United to sign Hojland, as if doing so would allow them to give Ten Hag the discount he wants on their asking price. It’s more likely that this deal only happens if Man United pay up, and that also explains the delay.

So if Man U pay what Atalanta wants they can pass that cash on for el Bilal who is sat waiting for that to happen. However the player doesn't want to say no to Everton as he would move if the transfer breaks down on the Atalanta side?

Not really. Seems Atalanta aren't yet in the final stages of selling their main striker, and would only need Toure if and when he's sold. The deal is likely already done, but they'll probably holding off on announcing it until they sell their striker or a deal is reached with United
 
we need to drop this now. if Atalanta cannot sell & have to drop interest then we shouldn't be bidding what we are for him.
