Never been a huge fan of the third place rankings - you should either play well enough to advance or you're out.

16 was the ideal size for the European Championship. 8 was better when the Soviet Union and the eastern bloc hadn't splintered. 24 is a Frankenstein's monster format. It means little in the way of jeopardy until the very last group games - at best.

As far as I'm concerned, this thing doesn't start in earnest until the last 8 - although there will probably be one or two last 16 games that throw together two giants to keep things interesting.
